The Chief’s Diary: Delivery on the Agreement for National Unity and the Tripartite Report
There is governance and there’s development. What makes both better is good politics. That’s the commitment of President Bio and our government.
In Sierra Leone today, we have two political processes that are objectively improving governance. These are the Agreement for National Unity (ANU) and the Tripartite Process.
The ANU signed by the Government and the opposition party APC in 2023 has 8 Resolutions. The 8th of those resolutions created the “moral guarantors” who have a mandate to support and monitor the implementation of the ANU itself. Reports from those moral guarantors indicate full implementation of the resolutions. In April 2026, we will host the entire team of moral guarantors to do a full review of the implementation. From our view, we have completed 100% of the resolutions and the evidence are available publicly.
Resolution 3 of that ANU is what established the Tripartite Committee. That Committee met and produced 80 recommendations. Cabinet established a steering committee which I chair to support the implementation of the Tripartite Report. That steering committee meets quarterly and we had our first meeting for this year today.
In attendance were 5 Ministers, 3 Mayors and Council Chairs, 3 Paramount Chiefs, SLAJ, Bar Association, APPA, APWA, half a dozen heads of Agencies and Departments, civil society organizations, the Development Partners represented by the UN Resident Cordinator and more. Absent were the APC and SLPP Members of Parliament and the Mayors and Chairmen of APC controlled councils. In the interest of dialogue, we continue to leave all rooms open for members of the steering committee to attend and participate. In the meantime we will continue to deliver on our commitments to our people as agreed to.
During the update reports from the Attorney General, Cordinator of the Secretariat, the Peace Commission, Ministry of Information, and PSRU, two things became clear:
1. Significant progress has been made with the implementation of the Tripartite Report Recommendations (the biggest being the Constitutional Reforms in parliament). The updated report is available on the website of the Secretariat of Tripartite Report Steering Committee.
2. Government should extend the lifetime of the Steering Committee by at least 6 months. A full M&E will be done on the committee, the TORs should be updated and we will ensure that the institutions responsible for implementation do as required. The ONS, ECSL, PPRC are great examples of institutions who have taken major steps to complete those recommendations.
As the Chief Negotiator and signatory of the Agreement for National Unity and the Chairman of the Steering Committee for the Implementation of the Tripartite Report, I feel very proud of the work being done on improving governance across several institutions. When people remove the veil of (bad) politics and center our country for development, it will become very clear and evident that indeed, together #WeAreDelivering!
