The Chief’s Diary: Ministries Cumulatively achieved 84% of Targets as Ministry of Agriculture attained 100% in 2025 Ministerial Performance
Today, my office published the 2025 Ministerial Performance Contract Report. As a government, we remain committed to accountability, transparency and civic engagement. The National Development Plan is our manual for delivery and measurement.
Overall, government did better in delivery in 2025 than 2024 even though financial envelopes were thinner. On implementation of cabinet conclusions, audit recommendations and other compliance indicators, the government improved by over 100% compared to last year.
Here are some highlights:
“1. Cumulatively, 89 Cabinet Papers and 145 ministerial agreements were approved, with most ministries achieving minimum targets of five papers and two agreements, respectively.
2. Compliance rate for service delivery charter was 53.1%, with 19 ministries
achieving the minimum target of 50.0%.
3. Compliance rates for procurement, audit, strategic plan and annual work plan were very good, ranging from 70.0% to 76.9%.
4. Appropriation in aid reported by all ministries was estimated at USD 0.88 billion and domestic revenue mobilisation was at NLe 21.1 billion.
5. A total of 1,355 citizen engagement activities and 133 service delivery innovations were reported by all ministries.
6. The evaluation recorded an overall performance score of 78.0%, representing an aggregate measure of outputs reported against minimum
targets agreed in contracts.
7. The Economic Management Cluster out-scored other sectoral clusters with an average score of 83.1%.8. In terms of inferences reached on the achievement of targets, ministries achieved 62%, partially achieved 22% and failed to achieve 16% of all
targets.”
